ERIE COUNTY, N.Y. — Erie County Clerk Chris Jacobs says the backlog of paperwork he inherited when he was elected led to a $2.1 million surplus for the clerk's office last year.

Jacobs credits the implementation of management reforms as how his office processed through that major backlog in the Lands Records Division.

He says that led to over $3 million in uncashed checks. Some checks weren't deposited for as long as six months.

"We really wanted to reform the land records office and maximize its efficiency, its role in serving the citizens of this county," Jacobs said.

The money in the surplus will go into the county's general fund.
